# HR OS (hros.cloud) > HR OS is a Thai-language, multi-tenant HR operating system for Thai SMEs (20–300 employees). Its first production module is **Employee Welfare Fund compliance (กองทุนสงเคราะห์ลูกจ้าง)**: it turns existing payroll data into eligibility decisions, contribution calculations, submission documents, deadline tracking and stored evidence. Tagline: "Run HR. Stay Compliant." ## What it does - Payroll import: XLSX/CSV upload, automatic detection of Thai column names (รหัสพนักงาน, เงินเดือน, วันที่เริ่มงาน, สถานะ …), validation, saved column mapping, immutable per-period payroll snapshots. - Welfare Fund compliance runs: deterministic, versioned rules for eligibility, calculation, validation and deadlines; per-employee calculation breakdown; exception review with audit trail; change detection versus the previous period; contribution report (print/Excel); submission checklist; evidence storage; reminders by email and LINE. - Platform: one canonical employee record, departments, role-based permissions (owner, HR admin, payroll, HR staff, manager, viewer), audit logs, Postgres row-level security per organization. - Not yet available: attendance, leave, full payroll calculation, AI HR copilot. ## Welfare Fund parameters configured in HR OS (secondary sources, pending official verification) - Effective: 1 October 2026 (1 ต.ค. 2569). - Rate: employee 0.25% and employer 0.25% of wages from 1 Oct 2026 to 30 Sep 2031; 0.5% each from 1 Oct 2031. - Deadline: by the 15th of the following month (e.g. October 2026 wages → 15 November 2026). Late payment surcharge: 5% per month. - Scope: employers with 10 or more employees and no provident fund must register (form สกล.3); smaller employers may join voluntarily (สกล.3/1).
